Right to Information Act of India
 

 

Under the provisions of Right to Information Act of India, Ms. Bimla Rani Chander, Head of Chancery (hoc@indembcairo.com) is the Public Information Officer and Shri S. Bhattacharjee, Deputy Chief of Mission (dcm@indembcairo.com) is the Appellate Authority in the Embassy of India, Cairo.

 

Please note that the Right to Information under the provisions of the RTI Act, is available to the citizens of India (holders of Indian passports) only.

17 items (manuals) prescribed in clause (b) sub-section 1 of Section 4 which every public authority s required to publish within one hundred and twenty days from the enactment of this Act.

1.    4 (1) (b) (i) Particulars of organizations functions and duties of the Embassy of India, Cairo.

The Mission is required to project India’s interests on a wide variety of issues. These include bilateral political and economic cooperation, trade and investment promotion, cultural interaction, press and media liaison as well as a whole host of multilateral issues.

The functions may be summarized as:

1. Representing India
2. Protecting India’s national interests in Egypt;
3. Promoting friendly relations with the State as also its people, including NRI / PIOs;
4. Reporting accurately on developments in the country of posting which are likely to influence the formulation of India ’s policies;
5. Negotiating agreements on various issues with the authorities of the receiving state.
6. Extending consular facilities to foreigners and Indian nationals abroad.

2.    4 (1) (b) (ii) Power and duties of officers and employees of Mission

Financial powers of the officials of the Mission have been detailed in the Delegated Financial Powers of the Government of India Representatives Abroad.

Other powers of some of the designated officials are derived from the Passport Act. This Act is already on the MEA web-site link to which has been provided on Mission’s website.

Other duties of the officers and employees of the Ministry of External Affairs flow from the Allocation of Business Rules as outlined in Chapter I.

3.    4 (1) (b) (iii) Procedure followed in the decision making process including channel of supervision and authority.

The guidelines for office procedures have been published by the Ministry of External Affairs which encompasses those items of work that are frequently encountered by its officers. Proper adherence to norms and guideline ensures easy retrieval of information, standardization of repetitive items of work and help better serve the clients in other Ministries and departments of the Government and the members of the public. The Mission also follows the guidelines issued by other Departments, particularly the Cabinet Secretariat (http://www.mpa.nic.in), the Ministry of Parliamentary affairs (http://www.mpa.nic.in) and the Ministry of Personnel, Public Grievances and Pensions (http://persmin.nic.in).

The Mission follows the Procedure indicated in the Manual of Office Procedure for decision-making. Final decision making authority in the Mission the Ambassador who is assisted by other officers.

4.   4 (1) (b) (iv) Norms set for the discharge of its function.

The norms established for passport and other consular services have been outlined on the MEA web-site. As far as other elements of the work are concerned, it is our endeavour that all files are disposed of within seven days and replies to any letter or communication received is sent within a fortnight.

5.    4 (1) (b) (v) Rules, regulations, instructions, manuals and records used by its employee for discharging its functions.

IFS PLCA rules and annexures:
IFS PLCA (Pay, Leave and Compensatory Allowances) is already available in electronic format but only for official use. These Rules are applicable to the officers posted in Indian Missions and Posts abroad

7.   4 (1) (b) (vii) Arrangement for consultation with or representation by the member of the public in relation to formulation of policies or implementation thereof.

Policies are framed by the Ministry of External Affairs in consultation with the Mission and both contribute towards the implementation of these policies. 

8.   4 (1) (b) (viii) Statement of board, councils, committees and other bodies.

In order to achieve smooth implementation of India’s policies, the Mission keeps in constant interaction with various organizations, including Indian Community Association of India, Joint Business Council, Joint Commission, Egypt India Friendship Society etc.

9.   4 (1) (b) (ix) Directory of officers and employees.

10.  4 (1) (b) (x) Monthly remuneration received by officers & employees.

All the officers of the Embassy are paid according to the pay-scales fixed by the Ministry of External Affairs, New Delhi. The details of this can be seen at the Ministry’s website. (http://www.mea.gov.in/mystart.php?id=8088)

In addition to the salaries, the employees are paid allowances, as fixed by the Ministry of External Affairs from time to time, to compensate for higher cost of living abroad.

The Mission does not have any subsidy programmes.

The Mission does not grant any concessions, permits or authorizations.

14.  4 (1) (b) (xiv) Information held by the Embassy in the electronic form

The Mission keeps information on reports, bilateral agreements etc. as well as various forms used frequently.

15.  4 (1) (b) (xv) Particulars of facilities available to citizens for obtaining information.
