India’s statement at the 3rd session of the Human Rights Council on 15 November 2006

 

    India expresses its grave concern at the continuing violence and loss of innocent lives in West Asia resulting in the exacerbation of the conflict.  These developments impact adversely on the peace process, the pursuit of which is the only viable option for a long-lasting solution.  We are deeply concerned that the situation should not spiral out of control leading to large-scale violence and military conflict thereby adversely affecting the peace and stability of the region, which is part of India's extended neighbourhood.

 

2.         India has repeatedly stated that all acts of terrorism, provocation and incitement to violence are to be condemned as also the harsh and disproportionate retaliatory measures.  We condemn and deeply regret the incident in Beit Hanoun in which several civilians lost their lives.  The disproportionate and indiscriminate use of force is an impediment to the peace process.  We take note of the fact that the Israeli Government has ordered an enquiry into the incident.  We urge that utmost care and vigilance must be exercised so that such incidents are not repeated in future.

 

3.         The Government of India supports the resumption of the peace process through negotiations resulting in the establishment of a viable, independent, sovereign united State of Palestine living in peace and harmony side by side with the State of Israel in accordance with the UN Security Council resolutions.

 

4.         India joins the international community in calling on all parties to exercise restraint and abjure violence in order to create an enabling environment for them to be able to seriously engage in a political dialogue.  We would, therefore, urge an early resumption of the peace process in order to avoid further violence and loss of lives.
